The main news is that in an effort to navigate the euro zone out of the crisis, France, Germany and 21 other countries have decided to draft their own treaty to impose more central control over fiscal issues. UK, Sweden, the Czech Republic have decided to stay out. We will provide a more deeper analysis next week.
In the today’s issue we want to celebrate the fact that our community hit 8,000 members. This is a fantastic achievement and keeps the pressure on everyone for action. The alarming news came earlier this week when an auction of German government Bunds flopped. The Europe's banks now have a very little access to wholesale funding and banks refuse to lend to each other. Companies are withdrawing deposits from peripheral countries’ banks thus forcing these banks to sell more assets or reduce lending. This snow-ball effect creates a Credit Crunch 2.0 like situation.

Leaders of France and Germany discussed the idea of EU fiscal union but this was not enough to calm the markets.

Some prominent economist, for example Jeffry Sacks are arguing that the emerging countries must save the eurozone by using the G20 and the IMF.

This week at our Community we launched two major projects. The first one is a new design of our site and the second is launching the Inner Circle Group where new members enjoy premium material and ever-green resources on Risk, Finance and related disciplines.

The Euro summit has ended with signing a a comprehensive package, already third this year. The main points: 1. Haircuts for Greece have been agreed, 2. Recapitalisation of the bank to 9% of Core Tier 1 Capital, 3. Firepower of EFSF (European Financial Stability Fund ) has been increased, 4 Some of the core Governance principles for the Euro have been introduced.
The near term main consequences of the package will probably be that the banks will have to further deleverage which will lead to more weak growth figures. The Euro zone is already nearing another recession and the balancing act is becoming more difficult especially when much bigger problems such as in Italy are on the horizon.

It looks like the Europeans are ready to fix their problems as José Manuel Barroso, president of the European Commission, outlined this week the broad terms of a mandatory recapitalisation for Europe’s major banks, requiring “a temporarily higher capital ratio”, with restrictions on dividends and banker bonus payments.
We don't know much about the details of this plan but Credit Default Swaps rates indicated that investors became less worried. The European banks still need to adjust to new Basel III capital rules as well as work on liquidity buffers because of massive short term re-funding needs within next couple of years.

But the question remains will the higher capital solve the problem of souvereign default. No bank can hold enough capital if a country such as Italy or Spain decides to default.
There are some dangers ahead as European Union can show some less unity where solutions such as more austerity and capital can slow the economic growth.

Dear member, I am just back from Frankfurt where we took part as media partners in the Risk Capital Conference organized by ICBI. The mood of the both speakers and participants seemed somewhat subdued. The banking industry is not the happiest place right now. The key themes centred on both Strategic insights as presented in the keynote by Norbert Walter, former chief economist of Deutsche Bank and soul searching by a leading academic (presented by Paul Embrechts, Director of RiskLab, ETH Zurich). The other more technical discussions concentrated on practical implementation techniques in Capital Allocation, Stress testing, Credit, Market & Liquidity Risk Requirements for the New Basel Framework.

The situation on the ground in both USA and in Europe is quite alarming with inability of both politicians and top business elite to navigate the stormy waters and provide the clear policy and action course. Banks, especially in Europe need another round of re-capitalization. The European financial stabilisation facility (EFSF) is being beefed up and measures have been taken to limit the consequences of the Greek default when it eventually comes in one form or another.

But will it help in preventing the next recession or even worse, a new Great Depresiion and stimulate the growth? This is another Trillion dollar question, the answer on which many of us will get rather sooner than later. Watch out the next summit of the G20 in Cannes early November!

It has been already a terrible week for banks, especially when French banks took a beating on fears of their exposure to Greek debt, and the European Central Bank reported a sharp rise in emergency funding, the last thing the banking sector needs is another rogue-trading scandal.
The news that a trader has lost $2 billion at UBS is quite a shock. Banks were supposed to have reviewed their system after the similar affair a few years ago at Societe Generale to prevent this kind of things from happening; trading positions should be limited, accounts reconciled on a daily basis etc. It will be intriguing to find out how it happened.
What does it all tell us about the overall state of Risk management in banks and especially at UBS? The bank that lost 50B in the credit crunch era and needed a Swiss Government bailout to stay afloat made it again to the headlines!
It seems that the Risk Culture is not cohesive enough as many institutions go through one merger to another and morale of many employees is shaky to say the least.
